To get Soothe Bell in Pokemon Scarlet and Violet, you need to go to any Delibird Gift shop.

Once you’re there, select “Regular Goods,” scroll down, and buy a Soothe Bell for 5,000.

Visit any of the Delibird Presents stores (red stores) located in Mesagoza, Levincia and Cascarrafa.
Select “Common Goods”, scroll down and buy Soothe Bell for 5,000.
