Follow these steps to convert a Live Photo into a video and post it on Instagram:
Step 1: Open the Photos app on your iPhone.
Step 2: Open the Live Photo you want to post on Instagram.
Step 3: Tap on the three-dot icon and select Save as Video.
Note: If the Save as Video doesn’t show up, tap on the Share icon and select Save as Video.
The Live Photo will be converted to a 3-second video and will show in the Photos app next to the Live Photo. The 3-second video will behave like a regular video.

In this method, you need to first add a Live Photo to your Instagram Story. Once the Instagram app detects and converts it into a Boomerang, download the story. You can do it without posting it as a story.
Here are the steps in detail:
Step 1: Open the Instagram app and create a new story.
Step 2: Select the Live Photo.
Step 3: Tap on the Boomerang icon and press the Done button.
