To get fully heat-resistant armor in Zelda Tears of the Kingdom, you need to first buy Desert Voe Headbands from Saula in Kara Kara Market.
Next, go to Gerudo Town, jump down the waterfall, use hammer weapons, flower bombs to break the rocks.
Once you’ve reached the end of the tunnel, use the “Ascend” ability to go to the store and buy Desert Voe Spaulder and Desert Voe Trousers.
