After you use it for a while, Cortana’s beta card seems like a placeholder. Something they can point to to protect if there are any major mistakes. After a month in the wild, there aren’t any. Cortana beta is awesome. But it is restricted in the US right now, to limit the testing facility.
We don’t know when it will be out of beta. Gmail took a few years, and Siri took a year to shake off the vague title. All of us, dedicated Windows Phone 8.1 users can’t just sit here patiently waiting for that day. Not when we can solve the problem on our own and do something about it. Right now, touch search the key just takes you to the plain old Bing search page. Let me show you how to replace that with Cortana.

In this mission, we will be operating undercover as US citizens. Fortunately for us, it doesn’t require evading national security while flying. No, we just need to change some settings and reboot.
Unleash Cortana
Step 1: Make sure your Windows Phone is updated to Windows Phone 8.1. Go Setting -> About and check Software part. If it doesn’t say Windows Phone 8.1, go to Phone update and update your phone.
Step 2: Change the language. From Settingselect Language and if you don’t see English (United States) there, touch Add language and add it. Once done, touch and hold the language and select go up to make sure it’s at the top, meaning it’s the preferred language. Restart the phone if required.
Step 3: Change the area. Now go back to Settings and select Land. inside Country/Region part makes sure it says USA.
Now, if you restart your device, Cortana will show up in the apps list. For me it worked but it still doesn’t work because of my speech pack English (India) and not English (United States). You may have this problem or you may not. But it’s better to check.
Step 4: Change the voice. From Settings, go to Speech and from Spoken language select English (United States). The speech pack is about 63 MB and will be downloaded as a phone update so it may take a while. Once done, you will need to reboot to apply the changes.
Task completed. Cortana is ready to set up. Launch the app, complete the setup and now your very own (virtual) personal assistant is ready to serve you.
