You can simply create a shortcut of the .exe file on your desktop and simply double-click it to launch the console. But if you have administrative access, you can integrate it into the right-click context menu in Windows 10. At the bottom left edge of the panel, click options. It will give you two buttons, one to add stuff and one to delete. Click the appropriate button and save the settings.
Next time you choose Personalized option from the desktop context menu, it will open the Winaero Personalization Panel, just like Windows 7.
