1. Clear cache

wsreset.exe

2. Reset MS Store settings

4. Run System Check

Unlike the built-in Troubleshooter, you may need to run SFC multiple times to fix all problems with system files and apps. And in the worst cases, you may need to fix the files manually.
However, if you’re willing to go ahead, here’s how to initialize the SFC.
Step 1: Search for CMD in the Search menu and right click on it. Select Run as administrator
Now type the following command and press enter
sfc/scannow
Your system will display a series of results. If it shows something along the lines of ‘….corrupted files were found and successfully repaired them…’, then you know you’re on the right track.
Restart your PC once it’s done and your problem with MS Store apps stuck at downloading start should be fixed.
5. Reset Windows Update
Long-time Windows users must already know that Updates are an essential part of any Windows 10 PC. From delivering security patches to new features, these updates bring a ton of changes. If you updated your Windows 10 PC fairly recently, then some components of the update may have been damaged.
Thankfully, you can restart Windows Update to fix such problems, and it’s pretty easy.
Step 1: Open the Run dialog window (Win + R) and type the following command.
service.msc
This will open the Services Manager.
Step 2: On Service Manager, press the W key to go to the Windows services section. Locate Windows Update, select it and press the Stop button as shown below.
Step 4: Meanwhile, open the C: drive folder and search for SoftwareDistribution. Once you have found it, rename it SoftwareDistribution_[date]
Step 5: Next, go back to the Services Manager and click the Start button.
Once done, open the Microsoft Store and re-download the apps. Odds will be that they will download in no time.
