The deadlock is located near a buy station east of the city center, so it won’t be hard to find. Once you have located the dead spot, head towards it and you will be able to acquire the Radio Transmitter. After that, go to the next step of the mission.
How to plant the Radio Transmitter in Shadow Company Ship

Your next step is to place the radio transmitter on the Shadow Company ship near Ashika Island. There are quite a few boats located near the island, but the one you are specifically looking for is near Ashika Harbor. Enter the ship and go to the bridge section at the top.
