In reaction to a NZ$270 million shortfall in the Auckland Council’s budget for the 2023–24 fiscal year, Brown disallowed a 12% rate rise for the Auckland region at the beginning of November 2022. Brown attributed the budget deficit at the Auckland Council to the outgoing mayor Phil Goff.

Early in December 2022, parents, Kaiptiki Local Board members John and Paula Gillon, and the teachers’ union New Zealand Educational Institute criticized Brown’s plan to eliminate the 10 early childhood centers run by the Auckland Council.

In addition, Brown asserted that leaving the LGNZ will save the Council roughly NZ$640,000 annually as part of attempts to decrease debt in the 2023–24 budget for Auckland Council.

Fellow council members Richard Hills, Andy Baker, Julie Fairey, and LGNZ President Stuart Crosby all denounced the Auckland Council’s decision to leave LGNZ, with Crosby asserting that Brown’s actions will harm Auckland taxpayers.
