In January 1977, Manger joined the Fairfax County Police Department as an officer to begin his career in law enforcement. Manger led the agency as chief from 1998 to 2004.

Manger became the next Montgomery County, Maryland, police chief in 2004. 2019 saw his departure from the position.

On July 23, 2021, Manger replaced Acting Chief Yogananda Pittman as the head of the United States Capitol Police.

Manger has received a lot of accolades and awards. He received the Silver Medal of Valor from Fairfax County, Virginia, in 1993.

The Brady Campaign to Prevent Gun Violence presented its Law Enforcement Award in 2007. into the Montgomery County Human Rights Hall of Fame in 2012.

2016 saw the Anti-Defamation League’s Gorowitz Institute Service Award. The National Immigration Forum’s Keeper of the Dream Award was given in 2017.

Penrith Award presented by the FBI National Executive Institute in 2018. Honored by Washingtonian magazine as one of the Washingtonians of the Year in 2018.
