Born on March 25, 1976, and hailing from Durban, he completed his schooling at Northwood Boys’ High School. Steenhuisen’s political journey commenced when he joined the Democratic Party and secured a seat on the Durban City Council in 1999 as the councillor representing Durban North. With the formation of the Democratic Alliance in 2000, he continued his political ascent, becoming a councillor for the newly established eThekwini Metropolitan Municipality that same year. By 2006, he assumed the role of caucus leader within the DA.
Following the 2009 elections, Steenhuisen transitioned to the KwaZulu-Natal Legislature, where he served as both a member and the DA caucus leader. He briefly held the position of the party’s provincial leader in KwaZulu-Natal until his resignation in October 2010 amid personal issues. Joining the National Assembly in July 2011, his responsibilities expanded as he was appointed Shadow Minister of Co-operative Governance and Traditional Affairs in February 2012.
In 2014, Steenhuisen’s influence grew further when he was appointed Chief Whip of the Official Opposition by Mmusi Maimane, who had recently been elected as the DA Parliamentary Leader and Leader of the Official Opposition. Steenhuisen’s tenure as Chief Whip continued until October 2019, coinciding with Maimane’s resignation from both leadership roles.
