To unlock more tools in Assassin’s Creed: Mirage, you will need to progress further into the main story and acquire specific skills from the Trickster skill tree.

When you finally become an assassin and really start the game by going to Baghdad, you will only have the Throwing Knives and a Torch.

At this point, the Extra Tool Capacity 1, 2, and 3 skills in the Trickster skill tree will be locked. You will need to progress further into the story to unlock your next tool in AC Mirage, which then unlocks the ability to acquire more tool slots with skill points.

To upgrade tools in Assassin’s Creed: Mirage, you will need to speak to Abu Jafar (a.k.a. Ibn Musa) at the Assassin Bureau.

All tools can be upgraded in three tiers, with each one requiring progressively more Steel Ingots, Leather, and Components. When you upgrade to a new tier, you can also select a passive perk to add to the tool. These can be swapped out at any time when upgrading, so it doesn’t matter what you initially pick.

It’s also worth noting that once you discover other Assassin Bureau in Baghdad, you’ll be able to upgrade your tools there too. Simply walk into the premises and look for the Ibn Musa stall in the Bureau.
