Haklangr The Bearded is located in the Sinkhole in God Of War Ragnarok and you need to complete the Return of the River quest in The Jungle to get to the tombstone.

After completing the quest, teleport to the Mystic Gate the entrance to the sinkhole, paddle, dock, go to the tombstone and open it to fight Haklangr.

1. Complete Return of the River backing.

   7. Destroy branches with Blades of Chaos using Blazing Surge on Hex Bubbles.
   8. Spin the wheel to open portals that flood the crater and complete the Return of the River quest.
2. Go to the nearby Mystic Gateway and teleport to Sinholes Entrance Mystic Gateway.
3. Drive the boat towards the tombstone, dock and open the tombstone.
