There’s no financial-related list without Man City on it, right? Similarly to Liverpool with a big-spending summer, there’s still some money in the bank, with £35.8m left and over half a million in wages.

Perhaps a surprising addition to this list, Celta Vigo offers £34.3m in transfer budget, although they are in the negative when it comes to wages. This likely comes following their summer sale of Gabri Veiga to Al-Ahli. This could pose an interesting save with the money on offer.
Napoli (Parthenope)
