While with Haaland, you could argue that EA didn’t want people to have a player that strong for ‘free’ so early on, it is likely just a case of timings that prevent these cards from appearing in the game – as POTM SBCs typically only drop immediately after the award is announced.
Things could be different in EA FC 24 though with the early access release being seven days instead of the typical three, but we would have to look all the way back to FIFA 20 for the last time that an August POTM winner was given an SBC, so it remains unlikely for the time being.

If EA decides to not go with the August winner, the first Premier League POTM SBC will not be released until mid-October with the September winner once that is announced. This might be a good thing though, as it will let you grow your team and coin balance so that more players can afford the special card.
