Rocha then held the position of First Secretary in the US Embassy in Mexico City, Mexico, serving from February 1989 until November 1991.
Rocha held the position of Deputy Chief of the US Embassy in Santo Domingo from November 1991 until July 1994. Between July 1994 and July 1995, he served as the Director of Inter-American Affairs on the US National Security Council, exerting influence on diplomatic relations with the Cuban government. From 1995 until July 1997, Rocha served as the Deputy Principal Officer of the US Interests Section of the Embassy of Switzerland in Havana, Cuba. During that time, this embassy acted as the unofficial representation of the United States until the 2015 Cuban thaw, which led to the normalisation of diplomatic ties. Rocha held the position of Deputy Chief of the US Embassy in Buenos Aires from July 1997 until November 1999. Additionally, he had a stint in Italy.
