After winning a by-election in 1984 to join the House of Commons, Portillo worked as a junior minister for both Margaret Thatcher and John Major before becoming the Chief Secretary to the Treasury and joining the Cabinet in 1992.

In 1994, he received a promotion to Secretary of State for Employment. Thatcherite and Euroskeptic, he was thought to be Major’s main rival in the 1995 Conservative leadership contest but decided not to run, earning a promotion to Secretary of State for Defense instead.

In his capacity as Defense Secretary, he advocated for “clear blue water” policies, or conservative measures that kept the Conservatives and Labour Party apart.

During the 1997 general election, Portillo unexpectedly lost the Conservative seat of Enfield Southgate, which had previously been safe. As a result, the term “Portillo moment” was created.

After winning a seat back in the Commons in the Kensington and Chelsea by-election in 1999, Portillo became the Shadow Chancellor of the Exchequer and returned to the front bench.

After competing for the party leadership in 2001, he ultimately finished third behind Kenneth Clarke and Iain Duncan Smith. At the general election of 2005, he announced his retirement from the House of Commons and from active politics.
