Woods worked as the business manager at Lincoln-based Crop & Food Research (2005–2008) and Plant and Food Research (2008–present).
From 1999 through 2002, Woods belonged to the Alliance Party before switching to the Progressive Party. She participated in several of Jim Anderton’s bids for reelection.
In the 2005 general election, she ran in the Christchurch Central constituency and finished fourth with 1077 votes (3.2% of the electorate’s votes).
On the list for the Progressive party, she came in fourth. She did not enter Parliament that year since the party only received 1.2% of the party vote. From 2004 to 2007, she served on the Christchurch community board for Spreydon-Heathcote.
2007 saw Woods join the Labor Party. In the same year, she ran for the centre-left Christchurch 2021 group’s mayoral nomination in Christchurch. She received 32,821 votes, finishing second to Bob Parker (47,033 votes), however, she defeated Jo Giles (14,454 votes) in the ten-candidate race.
Woods was chosen as the Labour candidate for the Wigram electorate in the 2011 election. She succeeded Jim Anderton, who declared he would step down either after securing the mayoralty of Christchurch (which he failed to do) or at the conclusion of the 49th Parliament’s tenure in November 2011.
Following the formation of a coalition government between Labour, New Zealand First, and the Greens, Woods was chosen by the Labour Party caucus to serve as a Cabinet Minister.
Woods is the Minister of Energy and Resources as of 2017. On April 12, Woods declared that the government would stop all gas and oil exploration, although he added that the 22 contracts already in place would be upheld.
Woods was appointed Minister of Housing on June 27, 2019, in Prime Minister Jacinda Ardern’s first significant coalition government reshuffle, taking Phil Twyford’s place.
As part of the government’s response to the COVID-19 pandemic, Woods and Air Commodore Darryn Webb were given joint responsibility for managing the isolation and quarantine facilities for visitors entering New Zealand on June 19, 2020.
Woods oversaw the Labour Party’s campaign during the 2020 general election. By a final margin of 14,770 votes, she kept her seat in Wigram.
Early in November 2020, she accepted the job of Associate Minister of Finance while keeping her ministerial responsibilities for Housing, Energy and Resources, and Research, Science, and Innovation.
The Progressive Home Ownership Scheme, which cost NZ$17 million but only relocated 12 families in the previous seven months, was defended by Woods at the end of February 2021.
Woods held the position of Labour’s campaign chairperson for a second time during the 2023 general election. She gained global attention in early June 2023 after tweeting a comparison between the dystopian novel and television series The Handmaid’s Tale and the opposition National Party’s plan to reinstate the NZ$5 prescription tax.
Willis, the deputy leader of National, responded by claiming that Woods’ article insulted her and that the Labour Government was “going into the gutter” and making “ridiculous, baseless attacks.”
