Born on 28 February 1954, her judicial journey began in March 2012 when she first assumed the role of a judge on the ICJ, making history as the first African woman to sit on this esteemed international tribunal. Prior to her tenure on the ICJ, Sebutinde served as a judge for the Special Court for Sierra Leone, a role she assumed in 2007.

Her academic journey culminated at Makerere University, where she graduated with a Bachelor of Laws in 1977.
Continuing her pursuit of legal knowledge, she obtained a Diploma in Legal Practice from the Law Development Center in Kampala in 1978. Later, in 1990, she pursued her Master of Laws at the Edinburgh Law School, University of Edinburgh, receiving the degree in 1991. Her exceptional contributions to international justice were recognized in 2009 when she was awarded an honorary Doctor of Laws by the University of Edinburgh.
Sebutinde’s career trajectory spans various roles and jurisdictions. Initially, she worked in the Ministry of Justice in the Government of Uganda from 1978 to 1990. Following her studies in the United Kingdom, she served in the Ministry of the Commonwealth before joining the Ministry of Justice in the Republic of Namibia after its independence. In 1996, she was appointed as a Judge of the High Court of Uganda.
In 2005, she undertook a significant international assignment when she was seconded from the Uganda government to the Special Court on Sierra Leone, established by the United Nations. Notably, she presided over Courtroom II, overseeing the case against former Liberian leader Charles Taylor. Despite facing controversy for refusing to attend a disciplinary hearing against Taylor’s lawyer, this incident went unpunished by the Special Court for Sierra Leone.
The pivotal moment in Julia Sebutinde’s career came in the ICJ judges’ election in 2011. Nominated by the national groups of Croatia, Denmark, and Uganda in the Permanent Court of Arbitration, she secured an absolute majority in both the United Nations General Assembly and the United Nations Security Council, ultimately earning her a seat on the ICJ.
Beyond her legal pursuits, Sebutinde is known for her love of music, soccer, and swimming. She has a palate for Indian cuisine and spicy food. Alongside her role at Muteesa I Royal University, she has held the position of Chancellor at the International Health Sciences University in Kampala since 2008.
