How to get Jack Frost Dolls in Persona 3 Reload
The only way to get Jack Frost Dolls in Persona 3 Reload is by playing the Happy Punch crane game at Paulownia Mall, specifically right outside Game Parade Arcade.

Be sure to check the prize each day you play though, as the prize for this P3R mini-game alternates between Jack Frost Doll and Gensha Bank. On my personal playthrough, I was able to find Jack Frost as the prize on a Sunday.
To get the three Jack Frost Dolls in the crane game and complete the Persona 3 Reload request, you’ll need to deposit multiples of 200 yen per try to keep playing until you win one. You can either select the option to spend 200 yen at a time or select the option to “play until you win a prize” to make the process a little quicker.
Keep going until you’ve acquired the three dolls you need and return to the outside of the Velvet Room to report to Elizabeth. As a reward, you’ll get three Twilight Fragments for your trouble.
