Fanning was born to Heather Joy and Steven J. Fanning. She shares the same parents as her younger sister, Elle Fanning and both of them use their middle names as their given names due to family tradition and were brought up as Southern Baptists.
Fanning studied at a Covington Montessori school. Rick Arrington, a former American football player, was her maternal grandfather, and Jill Arrington, a prominent ESPN reporter, is her aunt. William Farrar is among her ancestors.

When Fanning was a young child, she performed in short plays at the Towne Lake Arts Center in Woodstock, Georgia.
She debuted in a Tide television commercial in 1999 when she was five years old, marking the start of her professional acting career. Her first notable acting performance was a guest appearance on the NBC show ER, which she still considers to be one of her favorites.
