Prior to entering politics, he worked as an administrative and diplomatic officer for the Sandakan Special Affairs Department (JASA) branch office (1987–1990), an officer for the Sandakan branch of the Majlis Amanah Rakyat (MARA) (1990–1992), and the political secretary to the Sabah Minister of Finance (1994–1999).
Bung Mokhtar lost the first time when he ran for the Barisan Nasional (BN) party in the 1994 Sabah state election for the Kuamut seat, which was at the time a bastion for the opposition.
After beating Ali Latip Taha of the Parti Bersatu Sabah (PBS) for the Kinabatangan parliamentary seat, he first won the 1999 general election.
